Transformation of work should be understood, not seen as a threat

The discussion on the future of work should shift towards shared and inspiring perspectives instead of focusing on threats. The image of the future must be attached to current measures, with the changing roles and responsibilities of the actors linked to these. This is the conclusion of the report of the VTT Technical Research Centre of Finland, which brings together the discussions we have had so far on the future of work in Finland. The report paves the way for formulating a common understanding for the Government Foresight Report.

We have a shared understanding of the driving forces of the changes in work: globalisation, population ageing and digitalisation transform the numbers and types of jobs. There are two slightly diverging lines in the discussion on how to respond to the pressures for change. One is focused on the near future, with emphasis on increased efficiency, competitiveness and more flexible labour market. The other looks further into the future and calls for the redefinition of work and reform of the structures of economic activities and how people earn their living. For a common understanding it would be important to combine these two perceptions.

The transformation of work is not about shifting from one way of doing things to another, but from the present practices to several ways of doing things. This requires new concepts and terminology as well as challenging our former views and attitudes. Constant updating of knowledge and skills is the key to ensuring people’s wellbeing, in particular, as the working practices and nature of work are changing. Basic income is an important element in the future of work, but it is not enough. Best solutions can be found through experimentation - trial and error.

The report presents six main development paths in the transformation of work: work content, organisations and practices, knowledge and skills, livelihood and social security, and national economy and public relations. Besides the further elaboration of these, the report presents concepts that are useful for the future discussions, as well as an alternative image of the future illustrated by personal stories.

The report serves as a background study for the Government Foresight Report by bringing together the ongoing discussion about the transformation of work. The first part of the Government Foresight Report is to be submitted to the Parliament in June 2017.

The report was prepared as part of the project Dialogue, work and future, implemented by the VTT Technical Research Centre of Finland Ltd. The project is a part of the implementation of the Government plan for analysis, assessment and research.
