The Parliamentary Working Group on Research, Development and Innovation is requesting comments from stakeholders to support its work. The request for comments concerns principles for developing the RDI system and options for increasing public R&D funding over the long term.

Finland aims to increase its research and development expenditure to four per cent of GDP by 2030. The parliamentary RDI working group is exploring ways to promote this objective and will take into account the feedback received from stakeholders in preparing its proposal on the matter. Comments can be submitted via the otakantaa.fi service by 15 November at 10.00.

The topic was discussed at an open stakeholder event on the future of RDI funding on 8 November, which included talks from Chair of the working group Matias Mäkynen and State Secretary Juha Majanen from the Ministry of Finance.

The other speakers at the event were University of Turku Rector Jukka Kola from Universities Finland Unifi, Natural Resources Institute Finland President Johanna Buchert from the Consortium of State Research Institutions Tulanet, Turku University of Applied Sciences Rector Vesa Taatila from the Rectors’ Conference of Finnish Universities of Applied Sciences Arene, Confederation of Finnish Industries Director Riikka Heikinheimo, Technology Industries of Finland CEO Jaakko Hirvola, University of Turku Professor Anne Kovalainen from the Finnish Union of University Professors and the Finnish Union of University Researchers and Teachers, Academy of Finland President Heikki Mannila, Executive Director of Business Finland Hannu Kemppainen and Finnish Startup Community CEO Riikka Pakarinen.

In April 2021, Prime Minister Sanna Marin’s Government decided to set up a parliamentary working group to advance Finland’s RDI objectives. The term of the working group will run from 18 June to 31 December 2021.
