Research supporting the Government's decision-making
Research activities supporting the Government's decision-making, known as VN Tutkiva, ensure that there is a strong cross-government knowledge base to serve societal decision-making.
The ministries first identify their information needs and submit them to the Prime Minister's Office, which then draws up an annual government research plan and presents it to the government plenary session for approval.
The sum allocated to implementing the research plan, and to meeting any information needs that may be identified later, is EUR 6 million. All of the appropriation must be spent on research and development.
To select the research projects, the Government launches an open call for proposals (see Commissioning below) intended for higher education institutions, research institutes and other organisations engaged in research and development, or consortia formed by these.
Research projects supporting the Government's decision-making must be transparent and their outcomes must be as widely applicable as possible. Projects may not take more than three years. The final project reports are published online in the publication series of the Government's research activities.
Indicators will be created to evaluate this model, and the activities will be continuously evaluated and developed based on feedback.
Government’s analysis, assessment and research activities
The Government’s joint analysis, assessment and research activities, known as VN TEAS, are coordinated by the Prime Minister’s Office. VN TEAS generates information that supports decision-making, knowledge-based management and working practices.
In accordance with Parliament's budget decision, no new appropriations have been allocated to the Government's analysis, assessment and research activities since 2024. The projects launched in 2023 with a three-year deferrable appropriation will be completed by the end of 2025 in accordance with the contracts.
