A regional carbon price floor (CPF) has been proposed as a means to ensure the guiding effect of emissions trading in all market situations. What has been suggested is to introduce CPF regionally, e.g. in the Nordic countries or in the Nordic and Baltic countries.

According to recent scenario calculations, by 2050 the forest carbon sink could as much as double from the present. Greenhouse gas emissions from the agricultural sector could in turn be reduced by 30% by 2050 from the level in 1990, but this would require major changes to peatland cultivation.
