Geographical imbalance among EU officials is deepening : measures required both from the Member States and the EU

Several EU Member States, in particular the Nordic countries, Ireland, the Netherlands and Germany, are becoming increasingly underrepre-sented in the civil service of the European Union. In Sweden’s and Finland’s case, underrepresentation will accelerate due to the projected retirement outflow exceeding manyfold the number of incoming staff. Geographical imbalance concerns a growing number of Member States, and to be rectified, will require measures both at the national level and from the EU institutions. Member States’ EU careers promotion measures alone cannot correct the deepening geographical imbalance, which may contribute to a legitimacy deficit for the EU, and turn a per-sonnel issue into a more political one.
