On Thursday 21 September, the Government adopted a decision on the 2018 plan for analysis, assessment and research in support of decision-making by the Government.

The aim of the plan is to create a basis for systematic and broad-based use of research data in decision making, steering and operating procedures. The plan was drawn up on the basis of the Government's plan for the implementation of the key projects and reforms of the Government's strategic programme

It consists of eight main elements, of themes for analysis, assessment and research and of information needs specified later:

  1. Employment and competitiveness
  2. Knowledge and education
  3. Health and wellbeing
  4. Bioeconomy and clean solutions
  5. Digitalisation, experimentation and deregulation
  6. Reforms
  7. Government linchpin projects
  8. Other information needs

The Prime Minister's Office and the designated ministries for the different themes are responsible for implementing the plan in collaboration with the Government working group for the coordination of research, foresight and assessment activities. An appropriation of EUR 10.5 million will be allocated for the implementation of the plan. The plan addresses the priority areas and topics for analysis, assessment and research and includes financial estimates and relevant responsibilities for preparation and guidance.

The selection criteria for the commissioned study include relevance, effectiveness, usability, quality and feasibility, and communications and information management. The studies and research projects will be put out to open tender. Information on the application processes will be announced later.
